CYC Games - Charter 2008

  1. The CYC Steering Committee – membership will be determined in consultation with the GAA Games Development Committee - will have responsibility for the organization of the CYC Games
  2. A Host CYC Committee will have the responsibility for the organization the Games within the Host County. It will comprise of a Chairperson, Vice-Chairperson, Secretary, Public Relations Officer, Treasurer, Registration Coordinator, Referee’s Co-ordinator, Grounds/Games/Pitch Supervision Co-ordinator, Parade Co-ordinator, Programme Co-ordinator and – if appropriate - a Schools Visitations Co-ordinator. It shall report to the CYC Steering Committee on a regular basis. The Chairman and Secretary of the CYC Steering Committee will be ex-officio members of the Host Committee in the Host County. It shall have the responsibility for providing a full review, including costings, to the CYC Steering Committee within two weeks of the conclusion of CYC Games in the County.
  3. The CYC Games serve to ensure that Gaelic Games and other cultural activities are promoted in a pleasant and enjoyable environment i.e. in a manner which has regard for the principles & practices set out in the GAA Code of Best Practice for Youth Sport. (Participations in the CYC Games assumes proper acceptance and adherence to the G.A.A. Code of Best Practice for Youth Sport).
  4. The CYC Games will be organised in a number of Divisions as decided by the CYC Steering Committee .
  5. The CYC Steering Committee will have the power to grade teams. Its decisions as regards grading and other aspects of the competitions shall be final.
  6. Eligibility with regard to age groupings, the number of players per team, duration of matches, playing rule modifications, pitch dimensions and the match balls to be used will be determined by the CYC Steering Committee .
  7. Each competing team shall register with the Secretary of the CYC Steering Committee , on the official registration form, which includes each player’s signature, photocopied original birth Certificate, signed passport photograph, & sent by June 21st. Registration must be accompanied by a team photo and the detailed club history. All details must be available for inspection on request at any venue or time during the competition. Any alteration to the original registration must be made, with the necessary documentation, prior to the first game of the weekend at the nominated registration venues throughout the county. Thereafter no alterations will be accepted. (Please refer to CYC Steering Committee playing rules & regulations # 1 )
  8. Photographers/film/video operators wishing to record at the CYC Games must seek permission from the Secretary of the Local Organising Committee. Permission forms will be available in advance of the weekend.
  9. If a Club is fielding a boys and girls team in the competition, the girls shall play with the girl’s team (no exceptions).
  10. Riail 144 T.O. 2007 – Procedures

A Competitions Control Committee (CCC) shall be appointed from within the CYC Steering Committee (who cannot be members of the CHC or CAC). The CCC of the CYC is responsible for the Enforcement of Rules (including hearing Objections and Counter Objections) arising from CYC Games.

A Central Hearings Committee (CHC) shall be appointed and shall adjudicate on all disciplinary matters where a Hearing is requested relating to the enforcement of rules arising from CYC Games

The Central Appeals Committee (CAC) – shall be appointed and shall hear Appeals. Membership shall be confined to people who are not members of the CCC or CHC. (Personnel who are perceived to have a vested interest will be expected to absent themselves from sitting on the CHC or CAC).

That Rules 5, Pages 40 – (Hurling) and 66 - (Football) Playing Rules of Hurling and Football be amended to read as follows:

AGGRESSIVE FOULS (Hurling)

GROSS MISCONDUCT

To engage in Dangerous Play i.e. display reckless disregard for the safety of others or behave in a manner which is prejudicial to the good name of the Association

5.1 To strike an opponent with head, arm, elbow, hand or knee

5.2 To strike an opponent with a Hurley, with minimal force

5.3 To strike an opponent with a Hurley, either with force or causing injury

5.4 To strike an opponent with a Hurley, with force

5.5 To kick an opponent, with minimal force

5.6 To kick an opponent, either with force or causing injury

5.7 To stamp, trample or stand on an opponent

5.8 To inflict injury recklessly on an opponent by means other than these stated above

5.9 To gouge an opponent

5.10 To spit on an opponent

5.11 To contribute to a melee* in a manner that causes reckless endangerment or behave in any other manner to another person which is prejudicial to the good name of the Association

PENALTY FOR ABOVE FOULS–

(i) Order offender off i.e. the referee shows a Red Card to the player

(ii) Free puck from where foul occurred, except as provided under

Exceptions of Rule 2.2

5.12 To commit any of the Fouls listed in Rule 5.1 to 5.11 inclusive against a team-

mate

PENALTY –

(i) Order offender off i.e. the referee shows a Red Card to the player

(ii) Throw in the ball where the Foul occurred except as provided under

Exception (v) of Rule 2.2

5.13 To commit any of the Fouls listed in Rule 5.1 to Rule 5.11 inclusive on an opponent, on the field, prior to the start of the game, at half time or after the game

PENALTY –

Offender shall be treated as ordered off and shall not participate (or further

participate) in the game including extra time

NOTE: Once the referee has received the list of players, or substitution/temporary replacement slip which includes the offender’s name, the player may not be substituted

IRRESPONSIBLE BEHAVIOUR

To engage in Rough Play i.e. use unreasonable or unnecessary force or behave in a manner which undermines the Principle of Fair Play

5.14 To attempt to strike with the head, arm, elbow, hand or knee or to attempt to kick, stamp, trample, stand on, bite, gouge or to spit in the direction of another

player or team official

5.15 To pull an opponent down or wrestle with an opponent on the ground

5.16 To trip and opponent with hand(s), foot, or hurley

5.17 To jump/charge at an opponent

5.18 To foul an opponent – it may/may not involve the use of unreasonable/unnecessary force- who has a clear goal scoring opportunity (professional foul)

5.19 To body check an opponent who is attempting to gain possession or who is

making a support run

5.20 To make “a pull” with the Hurley from behind and not around the body of an

opponent that is not consistent with an attempt to play the ball

5.21 To use the Hurley in a careless manner

5.22 To throw a Hurley in a manner that constitutes a danger to another player(s)

5.23 To “pull” with the Hurley before the ball arrives

5.24 Third player into a melee*

5.25 To throw or kick any object – including the match ball or a hurley – at another person or to kick, strike or throw the match ball away for time wasting purposes (Is part 4.18)

5.26 To threaten or use insulting or provocative language or gestures to another person or behave in any other manner that is contrary to the Principle of Fair Play

PENALTY FOR ABOVE FOULS –

(i) Sideline the offender for the remainder of the game – including extra time – and permit this player to be replaced by one of the team’s 5 substitutes after the next stoppage in play. (If in extra time, permit replacement from one of the team’s 3 substitutes)

(ii) The referee shows a Yellow Card to the player concerned to indicate that he has been Sidelined

(iii) Free puck from where the foul occurred except as provided under

Exceptions of Rule 2.2

*Where Players engage in a mass melee – not involving gross misconduct or irresponsible behaviour - the unit/s concerned shall be subject to a fine or other penalty, as appropriate, on the basis of failure to exercise control over those involved

5.27 To pull or take hold of a faceguard or any other part of an opponent’s helmet

5.28 To attempt to achieve an advantage by feigning a foul or injury

PENALTY FOR ABOVE FOULS –

(i) Sideline the offender for the remainder of the game – including extra time – and permit this player to be replaced by one of the team’s 5 substitutes after the next stoppage in play. (If in extra time, permit replacement from one of the team’s 3 substitutes)

(ii) The referee shows a Yellow Card to the player concerned to indicate that he has been Sidelined

(iii) If play has been stopped for the foul, a free puck where play was stopped except as provided under Exceptions of Rule 2.2

5.29 To threaten or use abusive, insulting or provocative language or gestures to a team-mate

PENALTY FOR ABOVE FOULS –

(i) Sideline the offender for the remainder of the game – including extra time – and permit this player to be replaced by one of the team’s 5 substitutes after the next stoppage in play. (If in extra time, permit replacement from one of the team’s 3 substitutes)

(ii) The referee shows a Yellow Card to the player concerned to indicate that he has been Sidelined

(iii) Throw in the ball where the foul occurred, except as provided under

Exception (v) of Rule 2.2

UNSPORTING PLAY

Where the player does not make the ball the focal point of his attention or behaves in a manner which is contrary to the spirit of Fair Play

5.30 (a) To push an opponent or hold an opponent with the hand(s)

(b) To hold an opponent’s hurley or pull it from his hands

5.31 (a) To charge an opponent in the back or to the front without reckless disregard or without the use of unreasonable or unnecessary force

(b) To charge the opponent unless:-

(i) he is in possession of the ball, or

(ii) he is playing the ball, or

(iii) both players are moving in the direction of the ball to play it

(c) To charge an opponent for the purpose of giving an advantage to a team-mate

(d) To charge the goalkeeper in his small rectangle

(e) For a player in possession of the ball to charge an opponent

5.32 To use the Hurley to obstruct an opponent

5.33 To strike an opponent’s Hurley unless both players are in the act of striking the ball

5.34 To go outside the boundary line to gain an advantage except as permitted by Rule 1.10 (Is 4.32)

5.35 To interfere with the goalposts to distract opponents in order to gain an advantage or interfere with a player taking a free puck or side line puck by jumping up and down, waving hands or hurley, or any other physical or verbal interference considered by the referee to be aimed at distracting the player taking the puck (Is 4.33 & 4.19)

Exception – A player holding his hands or hurley upright shall not constitute interference)

5.36 To attempt to gain an unfair advantage e.g. to interfere with or change the official match ball as approved for use by the match referee or engage in any other form of Unsporting Play (New)

PENALTY FOR ABOVE FOULS –

(i) Free puck from where the foul occurred, except as provided under

Exceptions of Rule 2.2

(ii) Caution offender for committing any of the above fouls – the referee will hold his hand at right angles over his head to indicate that a player has been cautioned

(iii) For a repeat infraction, Sideline the offender for the remainder of the game – including extra time – and permit this player to be replaced by one of the team’s 5 substitutes after the next stoppage in play. (If in extra time, permit replacement from one of the team’s 3 substitutes)

(iv) The referee shows a Yellow Card to the player concerned to indicate that he has been Sidelined

SIDELINED – REPEAT INFRACTIONS

A player shall be automatically ineligible for the next game of that competition – in that competition year – where he is sidelined on three occasions in that competition year

5.37 For a player to retaliate between the award of a free to his team and the free puck

being taken

PENALTY -

(i) Cancel the free puck

(ii) Throw in the ball where the original foul occurred, except as provided

under Exception (v) of Rule 2.2

(iii) Apply any other relevant penalty of Rule 5

5.38 For a player(s) for each team to foul simultaneously

PENALTY –

(i) Throw in the ball where the original foul occurred, except as provided under Exception (v) of Rule 2.2

(ii) Apply any other relevant penalty of Rule 5

5.39 When an Aggressive Foul is drawn to the referee’s attention by an umpire or linesman, the referee may apply the appropriate penalty as per Rule 5, and shall restart play as per Rule 2

5.40 When a team commits an Aggressive Foul, the referee may allow play to continue

if he considers it to be the advantage of the offended team. Once the referee allows play

to continue, he may not subsequently award a free for that foul. He shall apply the relevant penalty

RULE 5 – AGGRESSIVE FOULS (Football)

5.9 To commit any of the Fouls listed in Rule 5.1 to 5.8 inclusive against a team-

mate

PENALTY –

(i) Order offender off i.e. the referee shows a Red Card to the player

(ii) Throw in the ball where the Foul occurred except as provided under

Exception (v) of Rule 2.2

5.10 To commit any of the Fouls listed in Rule 5.1 to Rule 5.8 inclusive on an opponent, on the field, prior to the start of the game, at half time or after the game

PENALTY –

the ground by striking an opponents hand, arm, foot or leg with the boot

5.22 Third player into a melee*

5.23 To throw or kick any object – including the match ball – at another person or to kick, strike or throw the match ball away for time wasting purposes (Is part 4.18)

5.24 To threaten or use insulting or provocative language or gestures to another person or behave in any other manner that is contrary to the Principle of Fair Play

PENALTY FOR ABOVE FOULS –

5.28 To use the fist on or around the body of an opponent for the purpose of dispossessing him of the ball

5.29 (a) To charge an opponent in the back or to the front without reckless disregard or without the use of unreasonable or unnecessary force

(b) To charge the opponent unless:-

(i) he is in possession of the ball, or

(ii) he is playing the ball, or

(iii) both players are moving in the direction of the ball to play it

(c) To charge an opponent for the purpose of giving an advantage to a team-mate

(d) To charge the goalkeeper in his small rectangle

(f) For a player in possession of the ball to charge an opponent

5.30 To go outside the boundary line to gain an advantage except as permitted by Rule 1.10 (Is 4.35)

5.31 To interfere with the goalposts to distract opponents in order to gain an advantage or interfere with a player taking a free kick or side line kick by jumping up and down, waving hands or any other physical or verbal interference considered by the referee to be aimed at distracting the player taking the kick (Is 4.36 & 4.19)

Exception – A player holding his hands upright shall not constitute interference

5.32 To attempt to gain an unfair advantage e.g. to interfere with or change the official match ball as approved for use by the match referee or engage in any other form of Unsporting Play (New)

PENALTY FOR ABOVE FOULS –

(i) Free kick from where the foul occurred, except as provided under

Exceptions of Rule 2.2

(ii) Caution offender for committing any of the above fouls – the referee will hold his hand at right angles over his head to indicate that a player has been Cautioned

(iii) For a repeat infraction, Sideline the offender for the remainder of the game – including extra time – and permit this player to be replaced by one of the team’s 5 substitutes after the next stoppage in play. (If in extra time, permit replacement from one of the team’s 3 substitutes)

(iv) The referee shows a Yellow Card to the player concerned to indicate that he has been Sidelined

SIDELINED – REPEAT INFRACTIONS

A player shall be automatically ineligible for the next game of that competition – in that competition year – where he is sidelined on three occasions in that competition year

To behave in a manner which is prejudicial to the good name of the Association

6.1 To strike, attempt to strike, to interfere with or to use threatening, insulting or abusive language or conduct to a match official

6.2 To refuse to carry out the instructions of a match official

PENALTY FOR ABOVE FOULS–

(i) Order offender off i.e. the referee shows a Red Card to the player

(ii) Free puck from where foul occurred, except as provided under

Exceptions of Rule 2.2

6.3(a) To refuse to leave the field of play when ordered off

(b) To rejoin the game after being ordered off

PROCEDURE

First give a three minute warning to the team captain or official in charge of the team, or the player(s) involved, and then, if the player(s) refuse(s) to comply, terminate the game

6.4 A team or a player(s) leaving the field without the referee’s permission or refusing to continue playing

PROCEDURE – as in Rule 6.3

Any player willing to continue shall give his name to the referee

IRRESPONSIBLE BEHAVIOUR

To behave in a manner which undermines the principle of Fair Play

6.5 To challenge the authority of a match official e.g. to confront*, harass, remonstrate with or taunt a match official or obstruct/hinder a match official from carrying out their duties in any way.

PENALTY FOR ABOVE FOULS –

(i) Sideline the offender for the remainder of the game – including extra time – permit this player to be replaced by one of the team’s 5 substitutes after the next stoppage in play. (If in extra time, permit replacement from one of the team’s 3 substitutes)

(ii) The referee shows a Yellow Card to the player concerned to indicate that he has been Sidelined

(iii) Free puck from where the foul occurred except as provided under Exceptions of Rule 2.2

*Where Players engage in a mass confrontation – not involving gross misconduct or irresponsible behaviour - the unit/s concerned shall be subject to a fine or penalty, as appropriate, on the basis of failure to exercise control over those involved

UNSPORTING PLAY

To behave in a manner which is contrary to the spirit of Fair Play

6.6 To fail to comply with a Referee’s instruction to wear a helmet with face guard up to and including Under 21 Grade

PENALTY –

(i) Caution the offender; Sideline the offender for the remainder of the game – including extra time – if he persists and permit this player to be replaced by one of the team’s 5 substitutes after the next stoppage in play. (If in extra time, permit replacement from one of the team’s 3 substitutes)

(ii) The referee holds his hand at right angles over his head to indicate that a player has been Cautioned and shows a Yellow Card to the player concerned to indicate that he has been Sidelined

6.7 To fail to leave the field of play, on the instruction of the Referee, for attention, after an injury involving bleeding

PENALTY –

(i) Caution the offender; Sideline the offender for the remainder of the game – including extra time – if he continues to refuse and permit this player to be replaced by one of the team’s 5 substitutes after the next stoppage in play. (If in extra time, permit replacement from one of the team’s 3 substitutes)

(ii) The referee holds his hand at right angles over his head to indicate that a player has been Cautioned and shows a Yellow Card to the player concerned to indicate that he has been Sidelined

6.8 To signal that the ball has gone wide

PENALTY –

(i) Caution the offender; Repeat Infraction; Sideline the offender for the remainder of the game – including extra time – and permit this player to be replaced by one of the team’s 5 substitutes after the next stoppage in play. (If in extra time, permit replacement from one of the team’s 3 substitutes)

(ii) The referee holds his hand at right angles over his head to indicate that a player has been Cautioned and shows a Yellow Card to the player concerned to indicate that he has been Sidelined

6.9 To show dissent with the referee’s decision to award a free puck to the opposing team

6.10 To delay the game from recommencing by not moving back when opponents are awarded a free puck or sideline puck (part 4.18)

PENALTY –

The free puck already awarded shall be taken 13m more advantageous than the place of the original free puck, up to the opponents’ 20m line

RULE 6 – AGGRESSIVE FOULS INVOLVING MATCH OFFICIALS (Football)

GROSS MISCONDUCT

To behave in a manner which is prejudicial to the good name of the Association

6.1 To strike, attempt to strike, to interfere with or to use threatening, insulting or abusive language or conduct to a match official

6.2 To refuse to carry out the instructions of a match official

PENALTY FOR ABOVE FOULS–

(i) Order offender off i.e. the referee shows a Red Card to the player

(ii) Free kick from where foul occurred, except as provided under

Exceptions of Rule 2.2

6.3(a) To refuse to leave the field of play when ordered off

(b) To rejoin the game after being ordered off

PROCEDURE

6.7 To signal that the ball has gone wide

PENALTY –

(i) Caution the offender; Repeat Infraction; Sideline the offender for the remainder of the game – including extra time – and permit this player to be replaced by one of the team’s 5 substitutes after the next stoppage in play. (If in extra time, permit replacement from one of the team’s 3 substitutes)

(ii) The referee holds his hand at right angles over his head to indicate that a player has been Cautioned and shows a Yellow Card to the player concerned to indicate that he has been Sidelined

6.8 To show dissent with the referee’s decision to award a free kick to the opposing team

6.9 To delay the game from recommencing by not moving back when opponents are awarded a free kick or sideline kick (part 4.18)

PENALTY –

The free kick already awarded shall be taken 13m more advantageous that the place of the original free kick, up to the opponents’ 20m line

Suspensions for Playing Rule Infractions

Unsporting Play and Irresponsible Behaviour – (Fixed Penalties) as per Rules set out above

Gross Misconduct – Minimum: next two games in the competition. Minimum on Repeat Infraction: next four games in the competition. Where the Player’s involvement ends before the Games Suspension is exhausted, the remaining portion of the Suspension shall be re-substituted with two weeks for every game.

Suspensions for Playing Illegally e.g. where the person is overage or ineligible shall be dealt with as per Official Guide

  1. Disciplinary matters involving Adults shall be dealt with under the rules of the GAA Official Guide by the Competitions Control Committee based in Croke Park. Referees Reports must be forwarded to the Secretary of this body immediately.
  2. The Local Host Committee will appoint a person at each venue who will act as a Field Supervisor . In the event of a dispute, he/she will consult immediately with the CYC Steering Committee . (Please refer to CYC Rules & Regulations # 13)
  3. In the event of a dispute relating to team illegality or as a result of spot-check, the Field Supervisor shall have the power to demand, and shall receive, the name and signature of the player concerned. (Please refer to CYC Rules & Regulations # 13)
  4. In league competition, two points will be awarded for a win and one point for a draw. The top team in each section will qualify for the semi finals. (Please refer to CYC Rules & Regulations #8)
  5. In the event of a draw at the knockout stages of the competition, ten minutes extra time will be played. If a draw still results after extra time, an additional period of extra time will be played, the team to register the first score to be deemed the winner. For this latter period of additional time, the referee will again toss to decide which way the teams will play. (Please refer to CYC Rules & Regulations #8).
  6. All kick-outs/puck outs: ( Please refer to CYC Rules & Regulations # 7)
  7. All team shall wear their official club colours. If there is a clash of colours, there will be a coin toss, the losing team will change colours.
  8. Team officials are not allowed to encroach on to the field of play without the permission of the referee. All teams will only be allowed 3 mentors and 1 medical officer in on the sideline of the pitch at any given time. (Please refer to CYC Rules & Regulations # 16).
  9. Skills Competition may be organised as part of the CYC Games.
  10. Objections: (A) An objection shall be lodged in writing, in accordance with Rule 151(a) T. O., with a CYC Steering Committee member not later than 15 minutes after the conclusion of the game in question.

(B) The written objection shall be heard by at least 3 members of the Competition Controls Committee (CCC).

(C) The result of the objection shall be conveyed verbally to the relevant team by a member of the CYC Steering Committee .

(D) A counter objection shall be lodged in writing, with a member of the CYC Steering Committee , not later than 15 minutes after the verbal notification of the objection by a member of the CYC Steering Committee .

(E) (1): An appeal shall be lodged in writing, with a member of the CYC Steering Committee not later than 15 minutes after the result of the objection has been conveyed verbally to the relevant team. An appeal shall be heard by, at least two member of CAC and the result shall be conveyed verbally to the team by a member of the CYC Steering Committee .

(E) (2): An appeal on behalf of a Ladies team shall be lodged in writing, with a member of the CYC Steering Committee not later than 15 minutes after the result of the objection has been conveyed verbally to the relevant team. An appeal shall be heard by, at least two member of the CAC – this will include – where possible – a representative of Cumann Peile na mBan or Camogaiochta na nGael as appropriate - and the result shall be conveyed verbally to the relevant team by a member of the CYC Steering Committee .
